If you're sending transactional or service messages via trigger mails, you might need to send these mails to contacts without explicit (marketing) permission set. For this you can set the "permission neutral sendout" option to make sure the mails can be sent. Without this option enabled, mails will be held back for contacts with permission status set to none. This applies to mails being triggered directly by a Contact Event:
